On completion the 70% mortgage will repay this 20% to the developer and the interest rate on the mortgage is only 6% which is lower than the average 7 to 8% normally charged in Morocco ).

Option 2

50% deposit and 50% on completion, ( you can still get a 70% mortgage on completion which will effectively give the buyer a 20% cash back ).
